Sir: Robert Fisk's article "They can kill Kurds, but can't run soup kitchens" (23 August) is erudite in its analysis of the Turkish government's reaction to the earthquake but patronising in his judgement that the West should have done more to prepare the Turkish army.
It is for Turkey to build her own independent institutions according to her own needs. We can blame ourselves for supplying and training her army to bomb Kurds in Turkey and in Iraq, but we can't blame ourselves for failing to train it to deal with natural disasters any more than we could blame the US for not training our army to deal with the effects of a hurricane in the UK.
