From Dr Charles Wickham-Jones Sir: Can anyone please tell me why the obvious solution to the "West Lothian problem" is not a corresponding English parliament sitting in London? Then the question of devolution within England becomes a separate issue, and instead the main problem will be to decide what to do about Wales, which is a principality and not a country.
