Hurd opposes increasing UN deployment

Douglas Hurd, the Foreign Secretary, has warned against an escalation of UN troop deployment in the former Yugoslavia, arguing that military force should only play a 'limited part' in achieving objectives, writes Stephen Castle. Mr Hurd's cautious speech came amid an outcry over the apparent shooting down of an Italian aid aircraft bound for Sarajevo. The Foreign Secretary's comments contrasted with those of Lord Owen, head of the European Community's mediation process, who said that the incident might cause the world to say that 'enough is enough'.
