RUSSIA'S Far Eastern provinces were battered by 100mph winds yesterday, leaving at least 19 towns and villages without power and heat at the coldest time of the year.
The storms brought down power lines supplying hundreds of homes across Sakhalin Island and the Kuril archipelago. Winds tore off nearly every roof in the Shakhtyorsk township, on the west coast of Sakhalin, and rescuers are unable to reach the areas because of heavy snow.
