Conservatives on Westminster City Council have called for urgent clarification of councillors' legal responsibilities following the "homes for votes" inquiry at which the District Auditor publicly attacked their housing policy even though it was carried out on legal advice. Nine of their colleagues could face surcharges of millions of pounds over the policy, which favoured potential Tory voters.
