TURKEY rejected an EU initiative for closer ties, disappointed by conditions attached. The Foreign Ministry said it would not attend a special Turkey- EU meeting. An official said that although Turkey was pleased by efforts to overcome Greece's objections, it was uneasy that the initiative made reference to Turkey's human-rights shortcomings and disputes with Athens.
