The Bankside power station on the Thames is likely to become the Tate Gallery's new museum of international modern art. Built in the late 1950s and described as 'a temple to power', its rivals on the shortlist announced yesterday were Jubilee Gardens and the Effra site near Vauxhall Bridge.
