Will the Kosovo Liberation Army be able to work with Ibrahim Rugova?

Mr Rugova, now in Rome after being freed by Serbs, has twice been unofficially elected "president" by Kosovo Albanians. His party, the Democratic League of Kosovo retains support among older, more rural Albanians. But even before the war his authority had been eroded by the Kosovo Liberation Army, which has formed a government in exile without him. Some fear there could be a civil war among Albanians if they ever gain power in Kosovo, and wonder if Slobodan Milosevic aimed to sow discord by freeing Mr Rugova.
