LONDON - Thirteen Britons held by armed men in the self- proclaimed republic of Somaliland in a dispute with the United Nations over wages and conditions were released unharmed yesterday. Rimfire International, their employers, said it was clear that an agreement had been reached on the locals' demand. The British men, who had been working on mine-clearing operations, were held in Hargeisa. PA
