KATHMANDU (AP) - The pilot of a Thai Airways jet struggled with faulty wing flaps before the plane crashed into a mountain on 31 July, killing all 113 people on board, a brief initial report said yesterday. It was not clear from the report whether a pilot error or a mechanical fault was to blame for the disaster on the flight from Bangkok by the Airbus A310-300.

The report made no mention of the monsoon rains lashing the airport, which reduced visibility and hid the mountains that surround the Kathmandu Valley. It also made no attempt to explain why the plane overshot the airport, even though the problem with the flaps apparently had been corrected.
