The Mayor of Nice, Alain Spada, 49, was narrowly defeated ina local election by Jean-Michel Couve, whom he had unseated in 1989, AP reports from Nice. Mr Spada antagonised many people with his allegedly heavy-handed tactics in trying to curb development of the popular Riviera resort town. He tangled with the former film star Brigitte Bardot over whether her dogs were entitled to urinate on the beach.
