KINSHASA (Reuter) - The prime minister appointed by President Mobutu Sese Seko has named his cabinet, forming a second Zairean government. The cabinet of Faustin Birindwa rivals that of Etienne Tshisekedi, recognised as prime minister by the interim parliament and Western governments. Prominent in the second government is the former prime minister, Nguza Karl-I-Bond, named as vice-prime minister in charge of national defence.
