Zulus pull out of SA talks

Zulu nationalists again pulled out of constitutional negotiations, one week after ending their 18-month boycott of the assembly drafting South Africa's blueprint for all-race democracy. An Inkatha Freedom Party negotiator said his party had failed to reach agreement with the majority ANC in a dispute over how closely local governments should adhere to traditional tribal structure.
