Reoffending rates have hardly changed in the last ten years, with 58 per cent of prisoners serving less than 12 months going on to reoffend in the year after release.

Justice secretary Chris Grayling will today set out a wide-ranging shake-up of the criminal justice system. Among the proposed measures is GPS tracking for prisoners for at least a year after they leave prison.

A sensible, long overdue measure? Or a worrying invasion of privacy that fails to tackle the true causes of crime?
