Sir: You report briefly what seems an important statement about Care in the Community ('Care gaps 'will not be monitored' ', 28 January).

What seems to emerge is that the Department of Health will monitor the quality of care given by local authorities, but will not bother about those in need for whom they provide no service at all. I don't believe (and don't want to believe) that such a scandalous dereliction of duty is contemplated. Clarification, perhaps?
