Sir: The chairman of the Tate's trustees has said that placing a new gallery of modern art outside London would limit its 'audience' (16 December). If that is so, then the artistic attraction of London is already excessive.
If the new Tate is to receive moneys from the Lottery and the Millennium Fund, the gallery should be constructed outside the metropolis and the Home Counties. Our sclerotic parliament is unable to devolve political power; but provincials have long deserved greater artistic devolution.
