Cancel bypass

Sir: Steven Norris, until recently a junior minister in the Department of Transport, has admitted that the Newbury bypass was a mistake. Only a small part of the cost, originally estimated at pounds 100m but certain to be far more than that, has so far been spent. No irreparable damage has yet been done. This scheme should be cancelled.
