Sir: It is worth adding two points to Nicholas Schoon's interesting article about the proposed Cardiff Bay barrage. The people of Cardiff have not had any opportunity of voting on whether or not they actually want a barrage; we woke up one morning and found we had a development corporation (unelected) and were getting a barrage. All requests for a ballot have been ignored.
When it comes to design, although the visitors' centre won several awards, it did not in fact comply with the building regulations and was inaccessible to a proportion of the population. If we must have the barrage that we do not want, we have to hope that its heavy masonry is more accommodating to the needs of all sorts of people than experience leads us to expect.
