Sir: In the article "Hurd to urge EU east, not south" (1 May) by your diplomatic editor, Michael Sheridan, the impression is given that the European Union Council has so far decided on the opening of accession negotiations soon after the end of the 1996 intergovernmental conference only with Cyprus.
In fact on 10 April 1995 the Council of Ministers also decided that accession negotiations with Malta "will start six months after the conclusion of the 1996 intergovernmental conference".
