Sir: After having seen the text of the Edinburgh agreement, your readers may be interested to know that not only did the budget agreement allow an increase next year of pounds 1.2bn for the Common Agricultural Policy, it also provided that if CAP expenditure exceeds its guidelines, 'appropriate steps to increase the EAGGF Guarantee (that is, CAP) will be taken by the Council'.
In other words, John Major seems to be admitting that agricultural expenditure is far from under control.
