So Robert Key, a Conservative MP, says that business in Salisbury has suffered as a result of road congestion. What is this if not an admission that his policies and those of the government have failed? If you ask people what they want, they will support any scheme that relieves the problem, but try framing the question in the context of a transport policy that doesn't put the car in the exalted position it enjoys today, and you will get a different response.
