Sir: Rather than wasting more money in ill-judged road-building projects as you propose, the infrastructure investment should be in rail, cycle and pedestrian facilities. Economic necessity is not a justification for measures to accelerate the growth in casualties, pollution and environmental degradation associated with the car.

By following this course, a huge saving is possible: road construction is not the most economically efficient type of transport infrastructure provision. This saving could usefully go into new healthcare facilities and a new research centre to investigate and counter the health implications of road transport-based air pollution.
