YOUR leader on air pollution, "We don't have to choke" (7 May), concluded that ministers "should announce that Britain's skies will be clear by 2000". The UK has repeatedly signed up to such a commitment through the World Health Organisation but there is no evidence it will meet the targets. A comprehensive action plan is needed. Grand gestures are not enough.
