Seeing the dividends of devolution

Sir: John Major, while being "clearly against any dilution of the Union", nevertheless is committed to upholding policies that put the strength of the Union to test. This is demonstrated in his refusal to countenance any decentralisation of power from Whitehall, thus compounding political frustrations north of the border.

Scottish devolution, far from being a manifestation of the UK growing apart, would reconcile the vast majority of Scottish voters, presently resentful of the control of their affairs by an English-dominated bureaucracy in Westminster, with the rest of the UK. This would marginalise the separatists.
