Sir: Gordon Brown (7 May) adopts a petulant note which recalls the famous speaker's marginal rubric: "Weak point - shout."

If his proposal means anything at all, he is proposing to means-test child benefit for 16-18 year olds. Chris Smith, Labour's Social Security spokesman, tells us Labour are in favour of a significant reduction in means-testing. Who is running the show?
